I think the best place for your plugin would be in maven-scm project.
If you're ok, we can add your plugin to maven-scm project, so it'll can use latest code and shared
code for accessing to maven-scm APIs

In any case, I've fixed up the snapshot repo and the plugin repo so
that you don't need to do any downloading/building/checking out other
than modify your pom to use this plugin. It even builds itself using
itself to version itself - well, actually it uses the remote snapshot,
but pretty close. Should it be sandboxed or is this going to head into
another area?
I've also noted that snapshots already have a buildNumber element in
the maven-metadata...-snapshots.xml that gets installed into the local
repository, but not into the deployment repository. I'm not sure at
this point where that is coming from.

Note that it needs the svn versions of the maven-release-plugin and
