I think those should be left in one big chunk... or perhaps organized by how stale they are er something. A few of those plugins seems to be quite dead, some don't even have proper site docs published.

I'm more interested in organizing the released bits... so I only took a stab at grouping them up. But I don't really care if we group those plugins or not at the moment. It would however be nice to put all of those active sandbox plugins together, those that have real site docs with a hope of becoming released one day. Its a little annoying to click on links to sandbox plugins and get 404 errors :-(

+1 but don't involve the sandbox in that grouping.

Also, there is a lot of random garbage in the site dav share, looks like some plugins were misconfigured at some point and deployed site information in the wrong directory. Looks like mostly appfuse and weblogic, though did find someother stuff too. I think this should
    be cleaned up.
