now that we have the taglist-maven-plugin:2.2 in the parent POM, there is
new hope that we can get version 17 of the Mojo parent released ;-)

P.S.: I just shoved in a last-minute fix in r6846 to get the source file
encoding used by the PMD Plugin in sync with the corresponding setting for
the Compiler Plugin.
