This code went dependent on SNAPSHOTS for maven 2.1 sometime around Dec 2006 to
January 2007. The build of the code has broken numerous times due to repo
changes and maven internals changes. Now maven 2.1 has been changed to maven
3.0 so waiting for a maven release is somewhat silly.

Enough of the core maven changes which were needed have been backported to
maven 2.0.9 so why not change the code to depend on maven 2.0.9.
