So at least in Jenkins 1.523 the maven artifact file locks by the Jenkins hudson.maven.reporters.MavenFingerprinter are resolved. Oddly, Jim McCaskey reported on July 30, 2013 that he's having a file locking problem with Jenkins 1.524 https://issues.jenkins-ci.org/browse/JENKINS-18351?focusedCommentId=182770&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-182770
