My opinion...It's not always obvious that release notes are available on a download page (as a general practice), and the link on the current download page is easy to miss. Furthermore, only the release notes for the latest release are linked. I wouldn't mind seeing the "Release Notes" page simply be a collection of links to the JIRA release notes for the current release as well as previous releases.
