It that page supposed to be a "public" page or just a redirect to the
main project page or a replacement for the CVS-based project page?

go to http://wiki.services.openoffice.org/wiki , register yourself and
then open a page there.
You can do it after registering by typing, say,
http://wiki.services.openoffice.org/wiki/svenska (or whatever name you
want) and you'll have a new page created.
