Thank you a lot for this proposal. I have been myself trying to do a similar thing so far with documentation itself, but so far I failed. I'm glad to you're applying this to the wiki. May I suggest though that we leave some room for "innovation"? The ideal, technocratic thinking would look for maximum efficiency through fixing a set of documents (this user guide, this macros how to, etc.) and encouraging its translation in multiple languages. That's nice but how about a more decentralized approach? I know some NL teams who came up with original documentation that could be used across the project. Could we thus accomodate the wiki in order to let such "innovation" happen?
The proposal allows for exactly that. If the Dutch community puts a piece of documentation on the wiki inside the nl "branch" and include the language bar, it would be readily visible that there is no English (or French, or German) version of it and one can go ahead and localize to English (or French, or German). In this case, I don't see English as the master language for all docs but instead let all languages contribute to the multi-lingual pool of docs that can be cross-localized as needed.
