People do like to complicate things! ;-) Generally, building with distribution OpenJDK 8 and distribution Ant works on 16.04 and 18.04 just fine for me. After making sure both java -version and javac -version give 8, cd into the netbeans directory and run `ant` as per http://netbeans.apache.org/download/dev/index.html Don't worry about the Ant version on 16.04. We don't even use 1.10 on the build servers at the moment. There were a few 1.9 that were broken though.
