This will involve quite some work and it is too late for 11.3, I suggest we leave this for 12.0, scheduled for April.
In the meantime, the more investigation you can do on this, the better -- AFAIK no one is specifically working on Tomcat integration and if you could pick this up by at least identifying where in the code the problem comes from, that would be great.
