Options window under Tools menu, then the Appearance tab. Or Preferences under the NetBeans menu on Mac.
Indeed, this needs to be much easier to find, we’ve discussed this before. Maybe a toolbar button should open that tab in the Options window or it should be linked from the Welcome screen.
