I'm thinking of the reverse user choice as input on the welcome screen:
a checkbox that would be visible after the first-time-use wizard has
been run once, which would trigger to rerun it. Most users would never
check this, and it would not interrupt the bootstrap processing.

I’m also for the first run dialog after the dialog for importing settings. Like
a little wizard, just to make some things default by the user, when they run
NetBeans for the first time.

Perhaps there should be a wizard that runs on the first launch that configures
a bunch of stuff that would be specific to certain users or environments. You
could set the default license template from there too and address a couple
issues.

Indeed, this needs to be much easier to find, we’ve discussed this before.
Maybe a toolbar button should open that tab in the Options window or it
should be linked from the Welcome screen.
