I'll put it this way: As a java developer you of course want to decide which JDK to use, but I have colleges, that write HTML, PHP, JS and don't touch Java. They are not interested in Java and don't care about the JDK and in fact are annoyed, that they need to think about it. If we really only need to decide which JDK is the right one, I think this should be doable. But before we decide the color of the bikeshed, we should see if we even may build it (aka apache legal / the apache board need to give us the room to do it).
