thx for interesting in it. So first, I created a page for what VueJS is and 
what we need to have in NetBeans:

Also there is a ticket with some Information about it and some subtasks:

And for this I would say, have a look into the HTML Editor support, how HTML 
did the support for 3 languages (JS, HTML and CSS) and then you can start to 
hack smth that vue files have their own mimetype and knows each language, that 
NetBeans supports. You can join the slack chan and I can try to help you, but I 
think it is a big thing and I may not the right person to help because of 
missing knowledge. But I gave you the path how I would do this.

Looking into HTML editor support, Maybe also into the angularjs support
Copying new folders from html or start from Scratch and rename them to vue and 
start hacking around 😊
