I concur with John and Chris, macOS 10.13 was end of life 12/2020 with no more security patches and the latest macOS 10.14.6 security patch contains the Swift 5 runtime library. Yesterday we merged a note on the download page indicating that macOS prior to 10.14.4 needs the Swift 5 runtime installed.
