I was asking this question myself as well. The only reason I found out was to 
make the project creation work without Internet connection or behind a 
corporate proxy.

True, one can hardly build the project then without downloading all the 
necessary Maven plugins and libraries, but one can at least create it and edit 
it.

That's the only explanation I came up to. Not sure whether it is strong enough 
to avoid switching to an archetype.
