Let's be clear, the current resolution on LEGAL-563 is - "As long as Oracle can provide a clear statement in LICENSE.txt that nb-javac is licensed under GPL+CPE in its entirety ..." As and until that is done, or a suitable alternative is found on both sides, nb-javac is still in the Cat X category, and not distributable via ASF infrastructure whether this vote passes or not. It can already be distributed via non-ASF infrastructure without this vote.
