No, not at all. We'd get the ability to code against JDK11, 12, 13, 14, ...
APIs while running the build on JDK8. To quote the website:

frgaal is about language features. You can code against 8 and get some language features of 8+. But you can't code against 8+ since 8 does not have the APIs of 8+. Anything else would be magic (and technically no longer a JDK 8 runtime). The maven dependency is a compiler, not a runtime or boot classpah ;).

this isn't a novel idea, i vaguely remember compilers which brought generics to java 1.4 or something similar. (can't remember the name right now)

adding extra steps to stay on 8 is the wrong direction IMO.
