I purposely left my old NB 13 install (from previous macOS installer) in place. 
 The installer *should* work, or at least fail with a reasonable message as to 
why it could not proceed.  It failed for me too.  The error says “The 
installation failed. The Installer encountered an error that caused the 
installation to fail. Contact the software manufacturer for assistance.”  It 
does appear that this happens in or right after the phase that says “Validating 
Packages”.

Failing for reasons unknown is obviously a very bad user experience.  *IF* it 
can be reasonably prevented, it should be.  That said… the situation is likely 
only going to come up for those that were experimenting with earlier builds, 
not the vast majority, so I’m also giving it a +1.

It seems the old installer used a different folder hierarchy, with an extra 
folder (at least that’s what I had on my system).

OLD:
/Applications/NetBeans/Apache NetBeans 13/Apache NetBeans 13.app

NEW:
/Applications/NetBeans/Apache NetBeans 13.app

After moving the old "Apache NetBeans 13” folder to the trash, the install 
succeeded.
