is it worth to delay the release another week for this change? Thisdoesn't look like a showstopper to me, I don't think it affects the IDEat all, only when the particular lib is used in headless mode - is thiscorrect?.

Can't tell, really. I think I deleted a dependency in a Maven project,
and then it happened.

Will try to take a look at it in the evening.

I'm seeing this [1] in NB14-RC3 on a Windows 10 box. It seems we're
stubborn trying to delete "all-layers.dat".

Is this a known issue? Blocker?

   I will generate the RC3 after the #4047 get green (more or less).

RC3 contains the 2 unmerged PR of RC2. I reapply Martin
Entlicher work using a PR I created with diff file from PR 4004.
Hope is good enough.

As netbeans parent was release I will regenerate the RELEASE140
staging to be able to test artefacts.
