FlatLAF tab style in dialogs

Hi,
I just noticed the work done in https://github.com/apache/netbeans/pull/4286
in NB15-rc1, nice work!

I also noticed that tabs in dialogs like options, plugins, commit/diff uses
the old style.

Is it by design?
