OK, well the answer from my perspective is still the same - by design. I think we (Eirik and I - see also https://github.com/apache/netbeans/pull/3115 ) were trying to make the window system tabs stand out. Definitely I was. Making all JTabbedPanes have different design, or follow the same hierarchy, wasn't on the radar. Dialogs are defined windows already. You could always look at further changes.
