- debugger.jpda.truffle does not compile with GraalVM 19 (truffle library incompatibility). Compiles OK on GraalVM 17 or any non-GraalVM JDK

- vscode extension needs an update, see https://github.com/apache/netbeans/pull/5503. Does not affect mainline use-cases without OCI cloud.
