Hi, it appears the repo link changed from https://netbeans.osuosl.org/binaries/ to https://netbeans.osuosl.org/pub/netbeans/binaries/
the main reason why most of github CI still works is because the deps are already in the cache. Only the paperwork job downloads a jar which isn't in the cache and causes a failure.
