The Oracle legal organization has taken the donation very seriously indeed, for which one is really grateful. Simply pointing to a repository of files and saying 'here, we have no exact idea what's in there, let's give it to Apache' is not the Oracle way, let's say. :-)
The process for the 1st code donation has been complete for a while, though there's been quite a bit of back and forth on specific parts of the code and the related provenance of that code. That has taken quite some time too. But there is really good news on progress -- yesterday the Apache license agreement and CCLA have been made available for internal review, for the first time. That means there is agreement from all sides in terms of the content of the 1st code donation and that now only the documents (the Apache license agreement and CCLA) themselves need to be reviewed, prior to them being signed. At the same time, over the past months, the code audit for the 2nd code donation (i.e., the 1st code donation is focused on the Java SE tools) and the 2nd code donation is focused on the Java EE tools and more, e.g., C/C++, Groovy, etc) has been going on in parallel. Good progress is being made in this area, especially now that we know what the process and requirements were for the 1st code donation. Hope that gives an indication of where things are.
