Apache projects cannot distribute any such components within their

features, a project can provide the user with instructions on how to
obtain and install the non-included work."

So at the end the enduser has to either manually install SwingX to get
DB support or SwingX needs to removed.

I'm willing to look into removing SwingX, but for the Java Ecosystem as
a whole and for netbeans in special having SwingX under ALv2 or dual-
licensed would be nice.
