So when I install the the Beta or later the stable release of NB 9, I can 
install the missing packages that I Need as a webdeveloper for example PHP, 
HTML, etc. and I don’t have to wait for the 2nd code donation?

Yes, you can always install 3rd party plugin, right now too.
