I think the best approach should be selected by folks fixing the problem (and I suspect the "fix" will always include a commit, and may as well include reasoning on general@incubator). What I think would be ideal is if folks that were (re-)adding these files to the codebase, and who know a lot about them, would work on finding a solution, whatever that is. If I were doing the change, I'd try to minimize discussions about what is allowed and what not, and would try to reuse our existing infrastructure as much as possible.
