Hi,

I added Justin to the CC of this email, as I never received Justins original
email, either I'm not on the right list or it did not went to
dev@netbeans.incubator.apache.org.

This is also my understanding. The XSDs are required at runtime and
thus need to be included. Removing this from source would also solve
nothing. In any case they are needed for the project.

So I'd claim they can be included under category-b under "at runtime in
source form". I think I also covered the "inclusion of appropriately
labeled source is also permitted" rule. The license files hold
copyright info and where it was missing I added it.

So Justin, do you agree?

Greetings

Matthias
