While I do agree with you both, I think our use of Jira is also less than optimal. Leaving aside my feelings about the number of PRs that bypass Jira entirely, having what's there out of sync is surely a problem?
In my case: Jira is very slow. Finding an issue is a pain in the neck. Maybe we want to start working in a Jira plugin to show NetBeans issues properly.
Rather than Dmitry's suggestion on syncing with GitHub, do we know if Jira and git at ASF supports smart commit messages?
