Hi all, especially mentors,

Looks like we'll be completing our top level vote mail tomorrow on the
PPMC, then since (unknowingly) I didn't include the resolution, we'll need
another vote in the PPMC on that, and then we'll take it to the IPMC for
voting.

All of the above could be done by the end of next week -- especially since
the 4 votes of our mentors (Ate, Mark, Bertrand, and Daniel) carry through
into the IPMC vote, so unless someone pops up with a strong -1, we should
be done by the end of next week.

Would that then mean that we are at that moment a top level project -- the
reason I'm asking is that we're working now on releasing Apache NetBeans
11, getting close now to a PPMC vote during the next week I imagine -- so,
would Apache NetBeans 11 need to be voted on in the IPMC if the IPMC has
already voted to make Apache NetBeans a top level project? And the reason
for that question is that our vote process will be sped up significantly if
we do not need to do the IPMC vote. That in turn changes our release date.
