It doesn't work that way. The whole process is clearly described at: https://incubator.apache.org/guides/graduation.html A positive IPMC vote for graduating a podling to a new top level project means that the Incubator project will thereafter *recommend* the graduation to TPL to the board in the next board meeting. It is a formal act of the board, and the board only, to create new TPLs. Normally this goes through smoothly, and I don't expect this will be different for NetBeans, but going TPL will take a little bit more time. At least until the next board meeting, after the IPMC graduation vote. HTH, Ate
