Technically, the thing being voted upon is the sources.zip that was placed
into the dist folder.

There is generally not a tag at this point as per the release guide[1].  In
that guide you'll see the process we follow and links to ASF policies and
references that are also helpful.

Once we have a voted rc that passes we do tag the commit from which the
voted upon source release was created.

If you have other questions or ideas for the release process let's have
that discussion on a new thread so we keep this one focused on rc2 voting.
