In IE6 when you create a new product promo it is created twice. This does not 
occur in firefox.

in IE6, not tested in IE7, if you go to the catalog tab then click promos and 
create a create new product promo and hit update the page confirming the 
addition of your promo is displayed than immediately refreshed. This creates 
the promo twice. This does not happen in firefox.
