IE7 is same. This is because of the submit tab and the javascript after the
submit button is pressed.

in IE6, not tested in IE7, if you go to the catalog tab then click promos
and create a create new product promo and hit update the page confirming
the addition of your promo is displayed than immediately refreshed. This
creates the promo twice. This does not happen in firefox.
