Jacques, are you sure it is the norm?
As far as I remember, there are two options to publish the PMC rdf file:
one is by keeping it into the comdev folder (out of our project svn) and
the other is by maintaining it in our svn space and adding a reference to
it from the comdav space.
The latter is the one that was adopted by OFBiz because it makes it easier
to all the committers to edit it.
