I was unsure about this norm, I said that because apart OFBiz only flex and tez
are using this way so I thought it was an old way and we should follow.
OK I will change the reference in
comdev\projects.apache.org\data\committees.xml and remove the file there

As far as I remember, there are two options to publish the PMC rdf file:
one is by keeping it into the comdev folder (out of our project svn) and
the other is by maintaining it in our svn space and adding a reference to
it from the comdav space.
The latter is the one that was adopted by OFBiz because it makes it easier
to all the committers to edit it.
