It could be indirectly constrained by the ASF dual host, only PMC members show
there. I guess ASF members would also show.

Some projects like Cassandra even have dedicated list for PR notification

As Gil mentioned, we can also explore the Jira + GitHub integration.

IMO, we should make the creation of a Jira mandatory independent of the
contribution channel (patch or PR). That would inform everyone about
the
contribution and we have a valid starting point for questions,
discussion etc. regarding the contribution.
