Hi Si,

you can actually create a shipment and assign order items to it without issuing 
inventory (using the "Shipment Plan" screen).
However I agree that it would be nice to allow the cancellation of a shipment 
with issued items too: but we will have to implement properly the process 
(including accounting adjustments)... it is not just a bug fix.
