do you think that the steps described here are correct for canceling an 
ItemIssuance done for sales shipment

I think it should be possible to cancel a shipment item and ItemIssuance if the 
shipment is still not packed.
After packing the shipment (invoice created), we should prevent even from 
adding new items to the shipment, because these items can't be invoiced!
