Incorrect. Transitive logic does not apply to one-way relationships
(these are one-to-many, not one-to-one).
Any number of themes can be part of a theme set. Any number of web
sites can use a theme set.
There is no constraint between themes and web sites, just between
themes and theme sets, and web sites and theme sets.
