There is a dependency on PartyAcctgPrefAndGroup in
/framework/common/widget/CommonScreens.xml
My belief is that PartyPreferences and hence Party should be part of the core
framework.
Perhaps we should create a partycore component in framework and move all the
core Party stuff there?
