Thanks everyone.

There seems to be a general agreement to consider closed the release branches 
release4.0 and release09.04, as a consequence:

* we do not plan to issue new releases out of these branches
* to all committers: please do not backport fixes to these 2 branches; or at 
least discuss this to the dev list if you see a good reason for backporting the 
fix
* we should resolve as "won't fix" all issues that are specific to 4.0 or 09.04 
only

Of course we could revisit this decision in the future.
