Let's start with creating the JIRA for the branch first. Then we can capture what issues can and will be planned for that branch.
As far as I am concerned the minor number doesn't add much to the release naming. In general minor numbers are used for versioning within a release. But I accept that it is the way we have done it in the past and continue to do.
