At least I can, could it be related with permission in ASF Jira? This would 
then not make sense and would need to changed.
You could also say that someone can't vote 0, but then, since 0 has no vote 
implications, a simple comment expressing your opininon would feet.
You can't also use fractionned votes, but I think having +1, 0 and -1 is enough 
to vote on a Jira issue
