I have lost track of the configurable-hard limit requirement issue.  

I thought I saw some code which supports this functionality but I don't recall 
where and I cannot find it.  Has that been addressed?

It appears to me that the spec does not prohibit such a hard limit and there 
are use cases in which it will be required.
