Description:
When submitting a Coordinator job, Oozie should check that the frequency is at
least 5 minutes; faster frequencies can cause issues and hasn't been thoroughly
tested.
To not break existing coordinators that use a faster frequency, we should
simply log a warning when this happens so that users are aware. Putting this
in the documentation is probably a good idea too.
