The patch adds an oozie-site property to enable/disable a check for frequencies
faster than 5 minutes. When enabled, it will reject those coordinators; when
disabled it will allow them. It is enabled by default because that is the
"correct" behavior and if a user really wants to, they can disable it. I also
added a note about this in oozie-default.
