It is a server side setting and only admin need to know that. So if required
the deployments (Cloudera distribution for instance) can enable this check in
oozie-site.xml right? I know that Inmobi has been running 1 min workflows. So
it will start breaking existing users unless they go disable this check. If it
were something that was really incompatible it is fine. But this one need not
be an incompatible change.
