My understanding is that we actually used to check for this long ago, but it
got lost at some point (perhaps in the move from Command to XCommand?) and that
Oozie isn't technically designed to work with coordinators with faster than 5
min frequencies. So, this is just asserting the correct behavior; with the
unrecommended option to allow faster frequencies for those who want to do it
anyway.
